About Us

The creation of Dickinson Economic Development Corporation was authorized by City Council on June 9, 1998 through Ordinance 347-98, with articles of incorporation approved the same day through Resolution 387-98. The Corporation is funded through the adoption of a sales and use tax pursuant to the provisions of Section 4B of the Development Corporation Act of 1979. The sales tax authorized by Section 4B, provides cities with a wide range of uses. It is intended to give communities an opportunity to undertake projects that improve the quality of life for the the community. Section 4B tax can be used to fund projects that are considered community development initiatives such as purchase of land, buildings, equipment and expenditures to improve facilities, parks and entertainment venues.

The Dickinson Economic Development Corporations Board of Directors usually meet the second Monday of each month at 6:30 p.m. All meetings are open to the public.

Courtland Holman
Executive Director

Courtland Holman graduated from California State University Fresno with a Mechanical Engineering Degree. After graduation Courtland worked in private industry for the Kawneer Company, Atlantic Richfield Company, TOSCO, A&S Engineering and Greenburg Farrow for 14 years prior to transitioning to City governments. As Courtland understood what the developer needed for a successful project and understood the needs of cities in their processes to create a desired development Mr. Holman was chosen by the City of Brentwood California in November 2001 as their first Economic Development Project Manager soon after the city hired a visionary planner as the ED Director. This started Courtland’s career in Economic Development and Redevelopment for City, County, and Government Agencies in California, Kansas, and Texas for almost 21 years. Mr. Holman has had many successes in both his private and pubic career spanning over 35 years working on large rollout programs and prototype development in his private career then landing millions of square feet of commercial, office, housing, and industrial developments in his public career and hopes to continue these successes for the next decade or two.
